According to The Liquor Control Act Liquor Permits Regulation Registered January 28, 2002ATTENDANCE AT SOCIAL OCCASIONSRestricted attendance at social occasions conducted by organizations12(1) Subject to subsection (4), if the holder of an occasional permit is a non-profit organization, attendance at the social occasion shall be restricted by the holder to persons who are members of the organization and guests who have been invited by a member of the organization prior to the start of the social occasion.Whether it applies at this event or not, I don't know, but the organisers should check and not assume it's OK.
